How much money would it take to build a nuclear reactor?

Does it have to produce energy? A research reactor is probably not that expensive. It would guess it will be somewhere below or around $100 million. Commercial power reactors seem to be over $1 billion these days. If you want it on the cheap, a large enough pile of natural uranium or oxide will do if you add the right amount of moderator. Uranium oxide seems to be $85/lbs. I think you need about 100t of oxide for a minimalist design, so that's little over 200,000 pounds or less than $20 million. I don't think they would let you do that anywhere except maybe Osama's cave, but there you have it.
