Why did france help iraq build a nuclear reactor in 1981?

I was just watching a Military Channel show called "Raid on the Reactor" about Israel running a secret mission to destroy it.. they flew from Sinai to Baghdad and back! Insane. Anyhow, politics aside.. why did France think this was an ok thing to do at the time?

During the 1980s Iraq was considered a friend of Europe and the USA. It was at war with Iran and received a lot of support from the USA including intelligence from AWACs based in Saudi Arabia on the dispositions of the Iranian military. American ships were routinely stopping Iranian ships in the Gulf to help support Saddam Hussein and they shot down an Iranian airliner killing hundreds of people. So what France did was not unusual in anyway.
